for uTorrent try
Options -> Preferences -> Bandwidth ...
Options -> Preferences -> Transfer Cap ...
or use F1 ;-)

Ensure if you have WAP your port(s) are properly forwarded. If you use uTorrent, forums help a lot.
How many peers do you see? Many people have many torrents in the que, their bandwidth may make downloading generally slow on their end.
Your question has many possible answers, and is a bit general without other information.....?

I was using torch for a while... it's default setting is at 25kbps. Go into settings and you can change it to whatever you want.

if there are 10-12 peers will it make my torrent slower seeding than there will b less peers?

Correct, i always put them on 100kbps. i'm seeding ± 30 torrents , i hardly see a torrent with upload speed, 9 out of 10 times its 0kbps.
So thats why i kinda started to wonder if there aint something wrong with settings.

when it comes to seeding, the seeders with the best connections tend to get priority in the peer swarms. if there are more seeders then the chances of you connecting to peers is lower obviously, as will your upload speed be if the peer you're connected too is already being fed as fast as he can download.
put it this way, if you can upload at 50kb/s and another seeder can upload at 1mb/s and someone is downloading a torrent from the both of you, you're only going to upload 5% of the total file before the guy is done getting the entire file. You'll have to seed 20 people in this same manner to hit a 1:1 ratio on the file (my math may be off, but I hope you get the jist)
if your settings are not correct (ports not forwarded) you won't really upload anything because people can't connect to you. if you have a poor connection (most ISP have terrible upload rates compared to download rates) you also won't really upload much either, and if you do it'll be slow going.
also sitting there waiting for uploads to happen is just going to drive you nuts, just make sure your settings are good and leave your torrent client open 24/7. Go out for the day and come back and check on it, chances are something will have uploaded
